Carpool
Vehicles with three or more passengers can use the SB Express Lanes on I-10 toll-free at all times. A FasTrak Flex® (switchable transponder) is required to identify the number of passengers in a vehicle.

Clean Air Vehicle
Drivers with a clean air vehicle (CAV) with a valid, unexpired decal are eligible for a 10% discount off the posted toll rate. A FasTrak® account is required.
Please note that the state is officially ending the CAV program on September 30, 2025.

Motorcycles
Motorcycles are allowed free travel at all times.
Changes Coming to Clean Air Vehicle Program: What it Means for SB Express Lanes Drivers
Drivers throughout California have until the end of September to enjoy the benefits of the state’s Clean Air Vehicle (CAV) sticker program.
The CAV stickers, the ones that let you drive in the carpool lane by yourself, will no longer be in effect starting October 1, 2025.
Here’s helpful information for drivers wanting to know how these changes impact their use of the carpool lanes and SB Express Lanes in San Bernardino County.
When does Clean Air Vehicle (CAV) program end?
The state is officially ending the CAV program on September 30, 2025.
Is there a grace period for carpool lanes?
Yes, the state is allowing a 60-day transition period for carpool lanes only. That means from October 1 through November 30, 2025, drivers with valid CAV stickers can still use the carpool lanes solo without being cited. However, as of October 1, 2025, solo drivers in the SB Express Lanes on I-10 will now pay the full toll.
How does this affect drivers of the SB Express Lanes on I-10?
CAV discounts go away. Solo EV or clean-air drivers must pay the full toll. No exceptions after October 1, 2025.
Carpool rules remain the same. Vehicles with three or more passengers can use the SB Express Lanes on I-10 toll-free at all times. A FasTrak Flex® (switchable transponder) is required to identify the number of passengers in a vehicle.
Solo EV or clean-air drivers must pay a toll. No exceptions after October 1, 2025.
Why is this happening?
The CAV program was designed to encourage drivers to adopt zero-emission and low-emission vehicles. Today, with millions of electric vehicles on the road, the program’s goals have shifted to focus on maintaining g reliable carpool and express lane travel for all.
Why is the Clean Air Vehicle Decal (CAVD) ending?
The federal government is ending the CAVD program at midnight on September 30, 2025, pursuant to Section 166 of Title 23 of the United States Code. While the federal government gives the DMV the authority to create the CAVD program, the state must follow federal regulations that are expiring.
Why is the CAVD program ending when CA law was changed to extend the program to January 2027?
California changed the law in hopes that the federal government would extend the CAVD Program. However, that federal authority was not extended, so the program ends at midnight on September 30, 2025.

Low-Income Resident Benefit
Qualifying San Bernardino County residents must first open a FasTrak account with The Toll Roads to receive a one-time credit which can be used for trips on the SB Express Lanes and/or a FasTrak Flex switchable transponder.
To qualify for either benefit, you must:
- Be a San Bernardino County resident.
- Visit one of the Walk-In Centers in person to show proof of income (Low-Income Resident Benefit) or show a disabled veteran license plate (Disabled Veteran Benefit).
